Draw the Lines

The same votes can elect very different delegations depending on where the district lines go. Try it in a practice state, then see what happened with Utah's real maps.

Level 1: The practice state

36 neighborhoods, 4 districts of 9, like Utah's 4 seats. Red wins 22 neighborhoods and Blue wins 14, about the same 60/40 split as Utah. Districts must be connected and have exactly 9 neighborhoods each.

Tap or drag across neighborhoods to paint them. Thick lines show district borders.

    Packing

Put as many of the other side's voters as possible into one district. They win it by a landslide, and every extra vote there is wasted.

    Cracking

Split the other side's voters across several districts so they fall just short everywhere.

    Level 2: Utah's real maps

The same 2020 presidential votes, sorted into the districts of each map. Only the lines change.
